Winterspell by Claire Legrand:
The world building was one of the reasons I found myself really enjoying this one. The parallels between Cane and Clara's New York were pretty interesting to read about as well.

She had forgotten how to care about the city that had taken so much from her. Forgetting was the only way she had found to keep moving every day.
